The Palm Beach Post from West Palm Beach, Florida (2024)

101 11U Beach Post-Times, Sunday, November 26, 1978 Who's Paying Bulk of State's Corporate Taxes? TALLAHASSEE, Fla. (AP) It's been more than eight years now since an obscure state senator from Pensacola stumped the state, campaigning to become with a plan to tax the incomes of corporations governors business in Florida. Audiences gasped with astonishment when Reubin Askew pointed out that under Florida's old capital stock tax, General Motors paid only $1,500 annually in Florida taxes. A pack-a-day smoker paid the state $55 in cigarette taxes, Askew told them, but the R.J. Reynolds Tobacco Co.

escaped with a $20 annual tax payment. Imposing a corporate income tax similar to those in effect in 43 other states at the time was the only way to assure that businesses would pay a fair share of the tax burden, Askew argued. The sales pitch helped elect Askew in an upset of incumbent Claude Kirk. Within a year, voters had overturned a 1924 constitutional prohibition against taxation of corporate income, and by December 1971, the legislature met in special session to enact a Florida Income Tax Code, effective Jan. 1, 1972.

DORSEY FUNERAL HOME, 3525 S. Congress Lake Worth in charge of ar- rangements. ROSE J. MEDBURY But nearly seven years after the first taxes from corporations became due, state officials still can't say with 1 certainty which industries are paying the bulk of the 5 percent Florida corporate income tax. The tax added more than $256 million to the state's coffers during the fiscal year ended June 30.

In fact, all that current information available from the Department of Revenue shows is that during the year, only 8 percent of all corporations operating in Florida actually paid a corporate income tax. Larry Voorhees, a statistician with the revenue department, said of the 275,000 corporations that filed with the secretary of state's office during 1977-78 only 193,900 were subject to the income tax. The other 81,100 were nonprofit corporations, partnerships or associations exempt from the taxation. But Voorhees said of those 193,900 firms 84,000 failed to file forms with the Department of Revenue, meaning they might not have earned the $5,000 necessary before they are subject to tax. Another 88,500 that did file owed tax, Voorhees said.

That leaves 21,400 or less than 8 percent of all Florida corporations that actually paid a tax on their new industries to bypass Florida in favor of neighboring profits during the fiscal year. southeastern states. Improper Use of Leaded Gas Spurs Plans for Penalties (c) New York Times DETROIT The federal government is seriously considering imposing a variety of financial and legal penalties on the use of leaded gasoline, as a means of discouraging its use in cars that require the higherpriced unleaded gasoline for proper functioning of pollution control equipment. The Environmental Protection Agency (EPA) has found that leaded fuel is used in about 10 percent of the estimated 32 million cars equipped with pollution control devices called catalytic converters, thus frustrating the government's program to reduce pollution from automobiles. Among the options being weighed by the EPA are adopting regulations that would narrow the price gap between leaded gasoline and unleaded gasoline; requiring automobile -OPEN 848-3588 FTD FLOWERS by LOUISE SEIDE 2509 Broadway, Riv. At present, unleaded gasoline costs just over 4 cents a gallon more than leaded regular-grade gasoline in most parts of the country. Another federal agency, the Department of Energy, is preparing a separate proposal, one that would call on Congress to remove government controls on the price of gasoline. A department study found that gasoline prices could rise by as much as 4 cents a gallon if they were decontrolled early next year. These findings were based on a recent study, for the agency, that in- FLOWERS CANDLELIGHT SUNDAY, 8 TO 2 P.M. CONGRESS at FOREST HILL 965-4025 FUNERAL HOME CHAPELS.

10-month period. "The differential between the two grades of gas has induced a lot of people to use leaded instead of unleaded gas as required," said Benjamin Jackson, an EPA official. "We do know that some people are switching on the basis of performance and that they're getting ripped off. Those who do use unleaded gas, meanwhile, are virtually subsidizing leaded gasoline," he said. Jackson said that government studies have found there is no meaningful benefit in using leaded gasoline in engines designed to burn unleaded fuel, although that is a point of considerable debate.
